Then the actual problem exists within technic loader I seem to be having exact problem just mine won't go above 1G

You should switch to 64bit because 32bit cannot use 16G of RAM

I'd like to congratulate all makers of Technic, you guys really made an amazing pack I've made couple adjustments and it made my minecraft experience so much better. Thanks!!
