Are you sure you built the correct shape of a portal? and btw there are 2 kinds of flint and steel are you sure you used the right one? (normal one for normal portals) Because maybe you built it wrong or used the wrong tool idk. and i think that chiseled obsidian doesnt work with portals.(it might not be right) Thats all i got in mind. Maybe try the steps again (that you wrote in your post, even the "putting my hair off"! might work like magic)
