Nope. There are several guides to doing so, both here and easily searchable online. If you can't get port forwarding to work, you're not going to be able to administrate a server.
Either search for a tutorial with your router about port forwarding, or buy a cheap host. It's not hard to port forward if you follow the tutorial correctly, and find the correct one for your router. Also, if you don't have a static IP, you'll need to update your forwarded port regularly when your IP changes. Both your private and public IP will change, so remember to tell your friends the new one if it changes.
