Current pre-release EE3 currently only really contains the minium stone, which sort-of functions as the philosopher's stone used to, but it has a damage value. In terms of duplication, the only stuff present atm AFAIK is the conversion recipes in the crafting table.
I think the general idea of EE3 is to prevent duplication, and instead create transmution, so you don't get any free stuff. You need something to start with, and a minium stone, then you have to keep transmuting until you get what you need.
EE3 will not include anything like the old collectors, condensers, or anything else that can potentially make free items. As its author wants to correct the over poweredness of the mod and bring it more in line with other mods. Now as for getting more resources than the basic ore doubling offered by the macerator and pulverizer, both factorization and thermal expansion offer ways to triple your yields. How ever both have their pros and cons, which for factorizations comes with time as it takes at least 20 min to triple a single ores yield. As for thermal expansion the mechanic works by sacrificing the double yield for one ore to get the chance to maybe triple the yield of another in the future. Aka if you have a ton of iron ore but very little tin ore you can sacrifice the double yield on the iron to potentially get triple the tin.
If you are looking for an 'admin block' that duplicates items, there is the duplicator which allows you to pull infinite items from it. However it can only be cheated/creative-d in. It is from Tubestuff by Immibis
short answer, no, can't duplicate things. Long answer, yes, you can, but it takes alot more work then before.
