Okay, care to tell the rest of the world? In the chance that someone else has the same issue, I can pretty well guarantee they may be upset to see you had the same problem, but didn't post your solution.
Per MS support, that error exists only on Windows XP, and is fixed by uninstalling ".NET Framework 2.0" and reinstalling it as described here: http://support.microsoft.com/kb/908077
i mainly fixed it by downloading the .jar file, and then opening it with java then it opens the technic launcher without errors
