    Both of you should remove Java 9. It is too new, and doesn't work with the launcher (and especially not with Forge) yet.

    While there is a way, you do not actually need a public folder to share your modpack. All you need is a direct link.
    In case you still want to know how to do this, there's a file in the .technic directory called "installedPacks". Open it and edit your modpack in.

    The problem is that you have JDK 9 installed. It is brand new and prone to bugs. Like Techniclauncher not launching anymore. Just downgrade back to Java 8.

    Download 64bit java and up your RAM usage to 3-4 GB. Your issue is the game running out of resources when it is processing the textures.
    The reason I asked for the age of your pc is because this happens more often to old pcs. Just verifying it isn't a XP to Win10 computer (yes we get those).

    No, it is much more likely an issue with your pc. Care to provide some specs?:
    1. 32bit or 64bit OS?
    2. Total RAM in pc?
    3. Age of pc?

    Good job, you got multiple of the same mods, but different versions. I counted 13 duplicate mod jars in your mods folder.

    Which probably means incorrect mod versions or missing dependencies. But since someone decided to not update the link on the launcher yet...

    Hmm, no missing things there, could load it without issues.
    That doesn't mean it is going to work for anyone else, because there are some issues:
    - Bibliocraft is from some shady source, download it from here instead: http://www.bibliocraftmod.com/downloads/
    - You didn't zip the pack correctly, you need to directly zip the bin/config/mods folders, not the folder they're in (current situation: .zip -> folder -> bin/config/mods | needed situation: .zip -> bin/config/mods).
    - The dropbox link didn't update on the launcher.

    You are trying to make a modpack for 1.7.10, right? Please make sure that you have a forge version compatible with 1.7.10, not with 1.11:
    "Forge Mod Loader version 13.20.0.2315 for Minecraft 1.11.2 loading"
    Note: Mediafire will not work for hosting modpacks, just a FYI.

    Ah yes, you got 3 options here.
    1.) You drop Java Legacy fixer in the mods directory.
    2.) You downgrade your java to Java 7 (not recommended).
    3.) You upgrade the used forge version to 1345, which has option 1.) built in. Just make sure that the serverstart.bat file (or whatever its called) points to the right forge file then.

    It downloaded fine for me as well. Just a note, the launcher only accepts .zip folders, .rar's are not accepted.
    Now... Atleast try to get everything from official sources:

    Also, you need to set the modpack version on 1.7.10, not on 1.7.9. Just look farther on the list, its there, just not where you'd expect it to be.

    Change the download link, at the end, from "?dl=0" to "?dl=1" to fix this particular issue.

    That modpack link of yours does not point to anything that could be downloaded (error 404: Link not found).

    Yeah, you can fix this by not looking at that stupid literal red herring there. Your actual issue is Java_Options, which limits any java process to (in your case) 256 MB. It does not matter how much you try to allocate, this is just a hard cap and will override anything you do.
    You can easily fix this issue by running this: http://tk.iamtrue.net/clearJavaEnvVars.bat
    Note: No confirmation or anything, just start the launcher again and try playing (and move RAM allocation back to 4 GB while you are at it).

    Well, if you mean changing the configs for the server, its as easy as editing the ones on your client.
