Do you have Java installed on to your system? You can try to run Technic Launcher as Administration, right click and run as administrator. It doesn't matter if your administrator or not on Windows 10. I'm running Windows 10 and I have no problems with Technic at all. Also if you are running an antivirus, try to make sure its not blocking Technic. I have the latest 64 bit edition of Java so you might be running an older edition of Java.
