Dunno about the cannon, but as for the Personal Safe: http://wiki.industrial-craft.net/index.php?title=Personal_Safe "Once placed and first rightclicked by yourself, only you can open it and destroy it.(That is you AND the admin, of course!)" So OP's can open any personal safe, regular users should only be able to open their own safes.
