I say you should use a plugin such as multiverse and have teleport area in your spawn to the build world where players would then create their machines and factories all on survival. [EDIT]: I believe a good seed for this could be "malyssia" as it is a great seed that starts you off in a plains biome surrounded by a few other biomes.
