I've tried to use a phased waterproof pipe i have world anchors but the problem is the pipe isn't teleporting anything, even if i try to teleport it right next to were i got it from. all of the options are on the right settings. both frequency 1 public (not that it matters), and ones set to receive and send (theres no option for just receive) and the other is set to send. it just doesn't send. I've tried sending it out of a tank and direct from the pump. can someone please help me and tell me whats going wrong here.

i just upgraded my server to 3.1.3 and then it asked me to upgrade my client so i did and now when i try to log on i can get past the launcher and everything its just when i try to connect to my server it says "the server requires you to have the following mods: mod_ComputerCraft 1.41 mod_CCTurtle 1.41 mod_IC2 v1.103 mod_Railcraft 5.4.7" and i had the version before this running smoothly with no bugs or problems can someone please help?
