You could use worldguard with bukkitforge the blacklisting feature work if you dont put in any custom permissions in it. Work with place,remove,use,pickup,interacts so as long as you dont put in any custom permissions it will be good enought to prevent any use of for examble mining lasers but not on subblocks like so have to use other ways to disable them using specific mod configurations but almost all the mods now allow you to disable the destructive stuff in there config. hope this helps.
