You could use worldguard with bukkitforge the blacklisting feature work if you dont put in any custom permissions in it.
Work with place,remove,use,pickup,interacts so as long as you dont put in any custom permissions it will be good enought to prevent any use of for examble mining lasers but not on subblocks like so have to use other ways to disable them using specific mod configurations but almost all the mods now allow you to disable the destructive stuff in there config.

hi, my username is Shadow247989. It said i was banned for claim jumping. I do remember claiming property on someones house, i thought it was abandon because it was never claimed. I am really sorry to the person who might have potentially been using it. All of my friends and I play on that server. I'm am really sorry for doing what i did. It would be great if I would be unbanned.

Mods Removed/Disabled: Mystcraft, Wireless redstone.
Game Rules: Mobs cant grief, Keep inventory at death,Fire dont spread.
Banned items: All dynamite, itnt, nuke, world anchor, teleport tether, Mining laser.
Restricted Items: Explosive radius of nuclear reactor reduced to 5.
Minium stone restricted to crafting only.
Wraithfire do not spread.
Commands:
Claim chunk using "/chunk claim", default chunk limit 11.
Set homes using "/sethome and /home to go there.
User Limits:
Chickenchunk keeps chunks loaded for players when online or been offline less then 10 min.
Entity lifetime when dropped from a pipe heavily reduced to counter lag from overflows.
Be careful so pipes dont overflow.
1 quarry/user.

Major changes, we are now 0.6.5, under new management with sploders101 as the owner.
Mystcraft is restriced but works so we can create worlds for the users.
6 months of running as host have been a learning experience in stress management
and what not to do to enrage your users and i wish him all the luck and will stay on in the admin team to offer what aid i can.
