Server cpu usage drops to 0-1%, is this the condenser/pipe bug?

I have played on that particular server for a while and after your problems started i began searching countless forums and blogs to find a answer. After looking through some i found that some admins went through each plugin disabling and re-enabling. After doing so they found that without EE there server didn't hang. -

Some have reported equivilant exchange causing problems like this.
