I've been having this problem too. Reinstalling it does nothing, messing with the file, or putting a .txt file in dont do anything. I would like help too.

i added the contents of the Voltz.jar into the server folder, added the coremods, mods, and configs folder into it too, but the blocks still disappear when placed, and i cant fire any modded weapons. Please help.
