Other plugins I have are only the essentials plugin set but essentials spawn and one of the other ones don't load

I run a normal minecraft server that has WORKING GROUP MANGER PERMISSIONS and when I try to use them on tekkit they don't work I also have WORKING PERMISSIONEX. Files that a friend sent me that he used on an OLDER tekkit server those also don't work the commands works and it says they were added to the group but nothing happens in game as in there is no prefix what's wrong?

I Reyes group manger that also didn't work and I know it isn't the file because its the same one I use I my regular server

I am starting a tekkit server and I can't use my PERMISSIONSEX file or my group manager files for permissions I know the PERMISSIONSEX files have been used on another server before that worked this was and older version of tekkit but I thought they would still work please help me someone this is the only thing holding back the creation of my new server XD it gives me an error message if I need to I can post It here
