Here is how I solved this. It may or may not work for you. Go to the correct modpack file and go into the coremods file. Then, move the NotEnoughItems.jar file to your desktop. Then launch Voltz or Tekkit. Wait for it to whitescreen, then go back to the coremods file put the .jar file back in there relaunch. It should be fixed. This worked for me. It may or may not work for you.

The file could be corrupted or you've messed with something you don't need to. Try redownloading the launcher. Never had this happen before to me.

I know your problem. Download these four files then place them in the lib file of the correct modpack. Not so sure of the problem.
