I've downloaded the Technic Launcher and no mod packs are showing up. I'm running it as Administrator. I have an internet connection. I'm not sure what the problem is. I just have the + Add new pack and then the prompt to input a Technic Platform delivery URL which Google tells me don't exist. ;X It's frustrating that there's no obvious "support" area for the launcher itself. I really enjoyed Technic before but I haven't been able to play since the more recent updates.
