Ok, I now can't join the server at all, whenever I try to join it says that the server timed out. What do I do?

I have tried looking through the server files but it just comes up with a huge file listing all of the mods on the server. Had a look else where and everyone else seems to have a different file. Anything to do with me being on windows 8?

Just started up my own server, but I cant figure out how to make myself an admin. every time I try to use any command it simply says that I do not have permission. Any Help?
