If I replace the tekkit jar, will I still have the blocks from tekkit?

Sorry if this is in the wrong area of the forms. I'm trying to set up a Tekkit server on linux. I'm new to running a Tekkit server and I want to install some plugins like permissions ex but I don't have a plugins folder. The server version 1.1.10. If someone can give me a step by step guide I would really appreciate it. By the way this is a fresh install of the server files.
