For some reason these files are not created by the mod, and they are not shipped with the installation. You can find the missing files at the openperipherals github page: https://github.com/OpenMods/OpenPeripheral/tree/master/assets/openperipheral Be careful, these files may be for a newer build then the one you finds in Tekkit. I just created a empty lua directory and a empty scripts.txt to get rid of the error.
