Most people make a space station base.

I think most people mine enough diamonds for a turtle, then they have their turtle tunnel at diamond level while mining with it or just chunk loading. From there I think people wait until they have enough diamonds for a quarry set up. You could just mine until you have enough for a quarry I suppose.
