Did you download the optifine you needed, This one works for me : http://optifine.net/adloadx.php?f=OptiFine_1.6.4_HD_C6.jar. And also try deleting Tropicraft and the weather mod, it greatly improves your fps.

When I try to join my singleplayer game I got constant lag spikes like every 5 seconds and go from 70-80fps to 10-15 fps? Please help.
