Seemingly unfixable everything offline

I was having the same issue. So I deleted my .technic folder and re-downloaded the launcher. Now I'm boned even worse. I can't even see the packs anymore. I've gone into Norton program rules and made a rule to allow for Technic Launcher. I've tried just about everything I can think of.
