It seems that the launcher is working now, which is a good thing.

Reinstalling the launcher doesn't work, don't try it. I'll wait until it comes back online, but I'd like to know why it's offline. I need it for playing with a friend who can only play at certain times, and it's crazy for it to be offline with no indication of when it'll come back online. It's been over 9 hours since I last attempted to open a pack, and it still doesn't work.

No. I'm going to try reinstalling the launcher though. Probably won't do anything.

First of all, I tried to download this pack: http://www.technicpack.net/modpack/thediamondminecart-gta-v-pack.357607. I reached the website fine, and I copied the install link. Then, I entered that in the install link section in the launcher, and it told me that that was a broken API link and that I should go to the website. That doesn't help me at all. Then, I tried installing this modpack: http://www.technicpack.net/modpack/ultimate-real-life-role-play.581860. Copied the install link. Then, I went to the launcher. Inputted the link. It brought me to the modpack page, but it didn't let me install no matter what I did. Always "failed to download". Then, I tried installing this modpack: http://www.technicpack.net/modpack/the-civilization-pack.579352. That let me go to the modpack page, but it didn't let me install that either, for the same reason. The last modpack I tried was this: http://www.technicpack.net/modpack/synm---so-you-need-mods.578404. That had a broken API link. What I'm trying to say here is that the launcher is completely broken. The only packs it will let me play are packs it already had.
