Cant keep up did the system time change or is the server overloaded?

The error is telling you that the server doesn't have as much dedicated RAM as it would like. Consider adding more RAM in your .bat. As for people not being able to connect, that's an entirely different matter. -
Okay so I guess no one's touched on this yet,

It's not in the pack yet because although the vanilla version is out, it still needs to be ported to Bukkit.
