[Help with where to ask the right question]

I've tried asking this in Bug Reports > Technic Launcher but the thread was just locked and closed with no explanation and no further guidance.

My technic Launcher is downloading a modpack INSANELY slowly for no discernable network reason. Internet is running fine at gigabit speeds. I don't believe this is the right place to ask for help on this issue - but if someone could guide me to the correct forum location to ask it, I would be forever grateful.

[[N/A] Slow Download]

I've searched for solutions to this and only found old unanswered threads. I've installed the technic launcher and am trying to install a modpack. But the download is going INSANELY slow. I have gigabit internet and there's no reason for such a slow download and a search of the forums hasn't revealed any answers so I'm hoping someone can provide answers.

Launcher Build 4.611 (STABLE)
Modpack: GT New Horizons

Any help would be appreciated!
