I have it set as dl=1 but it still loads into vanilla minecraft I follow the tutorial I linked above and I still have that problem

I am using Crafting Dead (1.6.4 minecraft pack) as a example, (https://www.technicpack.net/modpack/official-crafting-dead-mod.41792) The server list is broken, and if I go to the normal Other Servers in the Play button. Now I am going to show Official Crafting Dead Reborn (1.16.5 pack) (https://www.technicpack.net/modpack/craftingdead.1339633) Once you click on Multiplayer, the forge servers you have on your server list don't work.

dl=0 should be dl=1

When I try to launch my pack, it loads vanilla even though I followed the tutorial (https://technicpack.zendesk.com/hc/en-us/articles/204199345-How-to-make-a-Minecraft-modpack), when I add something new and update the version, it shows in the modpacks folder BUT it still loads vanilla. I have no clue how to fix this, I've been trying for hours. change the www part of www.dropbox.com to dl.dropbox.com and set dl=0 to dl=1 this should fix it
