Okay, the problem is that the file mods/mocreatures/guiconfig.properties is missing. What you need to do is copy/create that file. You can find a copy of the file here, posted by Torezu: http://forums.technicpack.net/threads/crash-when-going-to-global-mod-settings.14923/ After you install that file, you should be able to open Global Mod Settings without crashing.

I'm having the same issue, but I'm using Java 7, so the problem doesn't appear to be tied to that.
