Atreties

Apologies for the 99% chance of this being a very noob question. I just recently started running a tekkit server for some people, and was sifting around on the wiki for.... hours (lots of stuff). I noticed all the farms and wanted to try them... only to find after some searching that forestry was disabled. I looked around a bit for a "why?" but found none, and only that it was disabled. I assume because of constant bugs/crashes?

Perhaps a super noob question (sorry if it is), but I do not want Not Enough Items enabled on a Tekkit server I am setting up. Is there any way to disable it for anyone joining? I tried to look it up, and found ModLoader.cfg as the answer, but that doesnt seem to be in my tekkit folders anywhere (config or otherwise). Anyone know how?
