When you were making these items were you using Industrial diamonds or normal diamonds. It shouldn't matter as they are supposed to be interchangable but for testing purposes just make sure you have the normal diamonds. Other than that unless there is another mod you have put in (which, by your information provided - doesn't look like you have) I can't give much help on the matter :\

it's a weird bug that I never found in Tekkit 2 but there you go. Same goes for some Redpower and ComputerCraft stuff. (In which case you op [buildCraft] and [RedPower]

you could make a computer craft program to hold multiple clients. Each client has a username and password, and when entered it returns the goods to them through redpower tubing (transposers etc.)
Pretty basic stuff to keep your clients security in check.

32x can only allocate 1.5GB memory to java Virtual Machines. I'm not 100% on the reasoning behind this, but that'd be the problem.

I love you. The structure itself is "meh" to me as I make monstrosities all the time, but the programs running it all is orgasmic to say the least. Good job.
EDIT: I gotta admit when I read "fills MFSU in 2 seconds" I almost pissed myself laughing.

It's amazing that you took the time to post this thread instead of just trying the recipe out yourself to see if in fact, charged and uncharged batteries are interchangeable.

Guys, restart the server and don't use the /reload command. Problem solved.

The only thing I can think of is hook up a light sensor and a timer. If the timer states that it should be night time then the light sensor wont go off but if its day time and not enough light is getting through (due to storm clouds) then it's raining - unfortuantly this won't work at night. The other problem with this is if you change the time manually, I don't know the ramifications to the timer. Good luck.

Is the server 3.0.3/4? Do you have logs for your problem? When was the last time you could login to this server?

I don't like the idea of global, infinite admin shops. If there is economy, id should be player controlled.
But about the anarchy and such, there shouldnt really be ANY rules, just do what the heck you want. (Teslas all over the place)
It's the best way to bring in more money to the server, otherwise money will be forever lost as players buy "services" and consumable goods.

3.0.1 is now the recommended build so your server should require that as dev builds are never intended to be played, only tested.

Is the current 3.1 going to be rec build anytime soon or are we safe with 3.0.1 for a while?

As sparkz said, modifyworld unfortunately doesn't stop people CRAFTING the items, but they won't actually be usable. However in order to stop complaints of "I lost my crafted item, QQ" on your server, go with what sparkz said and download a Recipe Remover plugin (there are a few to choose from).

Coffee is gained from IndustrialCrafts extensive Agriculture system. This is almost a whole mod in itself and explaining it in a post would take time I don't have I'm afraid (also I'm the first to admit I'm not all that knowledgeable on Agriculture Engineering in IC2).

is a small quarry using frames which has a corresponding world save here
The videos on the side may also provide you with something you can use but that seems to be the simplest to recreate that I could find!

Frames can have a built-in world anchor pushed along to make it so you don't need to be near it at all times, whereas wireless turtles have a limit of (from memory don't quote me on it) 5 chuncks or so.
Mining bores made from frames are rather complex to build at first but terrific for learning experiences. Turtles are probably faster but again have significant limitations for proper mining (they also require some lua knowledge or extensive tutorials). I'll have a quick look round to see if there is any video tutorials explaining what you need.
