I get this problem from time to time when minecraft updated to 1.2.5 ,1.3.1 and when technic updated to 1.2.5 the sound would be gone. It took maybee a day (irl) for it to come back. I dont think there is anything you can do anything about it exept wait.

this issue is about memory usige the launcher doesn't have enough memory if you allocat it more memory it should work

does the server that you are trying to connect to have tekkit

try pressing 'O' while in the inventory screen then NEI should appear
