[minecraft stuck at 1.1 norton user]

technic has updated to 1.2 right, if so i my launcher is not dowloading the newest versions. How do i allow it to do so, stopping norton from blocking it. thanks

so i downloaded the .jar verrsion of the technic launcher through that other site, and ran it once the box came up, now i have that button but it isnt doing anything more, help? also my whole pc is now slower than anything. im on 32 bit i think
