How to let Buildcraft modify the world?

Ok, thanks! It works just like singleplayer now. -
I have just set up my server with Tekkit, and I have run into a problem. The Quarry is not doing anything. It just sits there, over the block it's supposed to be mining, but not doing anything. In another post, it said that you have to allow Buildcraft to modify the world. I am using PermissionsEx. How exactly am I supposed to do that?
