i dont have that option but i do have java installed

i dont get that option and i have java installed

Launcher Version: 0.5.4.9 Operating System: windows 7 Java Version: latest Antivirus Program: mcafee Description of Problem: every time i download the java version for the newest launcher it comes up as files in winrar instead of the launcher and i cant find out why and i see vids on youtube doing exactly as i do and they get the regular launcher. help Error Messages: Error Log:
