I had the exact same problem with a fresh install of Tekkit. Vanilla sound is easy - Just update your regular Minecraft to a recent version, then copy the sound files into the .techniclauncher\tekkit\resources\mod in Roaming. Matmos is not so easy however - So far I haven't been able to fix it, I'm in the process of reinstalling currently, and will update my findings.
