Technic Launcher Won't Load Minecraft.jar

Launcher Version: 1.0.1.3 Operating System: Windows Vista Java Version: java Antivirus Program: Description of Problem: When i got rid of all my technic launcher files and i tried to reload all of it. It always stops downloading on minecraft.jar and says download failed. Then i just stays there Error Messages: Error Log:
