Without plugins there will probably be a lot of griefing on the server. So these types of servers would be very exclusive.

Are you sure that you are port forwarding to the right port? Also, assuming you are running the server of the machine you play Tekkit on, have you tried connecting using local ip (127.0.0.1)?
