Can't allocate more than 1gb memory, and no options to select 64-bit Jjava

Fence posted a question in Technic Launcher

I just got a new pc, and I've tried launching a modpack, and it would just not work, because I don't have enough memory. But when I try allocating more memory, it doesn't let me do more than 1gb. I also do not have the option to select anything other than 32-bit versions of Java, even after (I think successfully) installing 64-bit Java.
