Problem Fixed:
I searched the problem through trying the files. The problem occurs when you enter and exit the game using \AppData\Roaming\.techniclauncher\cache\z-tekkit-configs-v3.1.2 rar file. What you need to do is, after deleting this rar file(it automatically reinstalls), to make the cfg files(language,railcraft,modules) in .techniclauncher\tekkit\config\railcraft and z-tekkit-configs-v3.1.2.rar read only(salt okunur).This will fix the problem for turkish users.I tested it today with some tekkit servers it works without problem.
