I have the same problem. I've downloaded the latest launcher version, deleted the .techniclauncher folder, reinstalled JAVA several times, etc. It can take several minutes for the launcher to start and even show the splash screen. It just idles at about 8-9MB RAM usage for several minutes. Launcher: Latest OS: Win 7 Ult x64 Java: 7.10 x64 AV: MSE Problem: Launcher takes several minutes to show the splash screen and fully load.
