Thanks for the quick reply =) I'm using McAfee, so its not an AVG problem. When I go into the .techniclauncher folder, the .jar file there doesn't work, I get a window saying that it can't be run. That is the only file in that folder. Not sure what you mean by a .net problem, and I don't know what I could do about it if it's a Java issue, as I only updated my Java software yesterday.

After downloading the Technic Pack Launcher from technicpack.net, I attempted to run it, but every time I do so a window comes up that says 'Downloading Launcher 0/3'. It gets to 2/3 and then the window disappears and nothing happens afterwards. I have the most recent version of Java downloaded (32 bit). I have been able to run the Technic Pack on this computer before and had no issues with it, although I don't know what version it was.(It was for MC ver.1.8.1) I'm sure there's a simple solution to this, and its just a case of me derping on something blindly obvious, but the help would be appreciated. =)
