cookie monster

i download the launcher where the "CLICK HERE" is under windows, and then i download it. When i click on the download for technic V.0.2 on the bottom left of the screen, something pops up that says open or cancel, and when i hit open, it just exits out, and then i get angry after repeating process 10 times, does anyone know why its doing that? java 7 64 bit windows 7 PS: there is no error report nevermind, fixed it
