Missing Server Creation Files

Title: Missing Server Creation Files

Description of Problem:

When I run the Launch batch file in the server download it does not create the files needed to run the server, there is nothing new created like no Server thing to change stuff. What am I doing wrong?

Update to Java 7. Then let us know if there's any kind of error message in the console when you run the batch file.
