Low fps using any mod pack

Description of Problem:

Running vanilla Minecraft I'll normally get over 100 fps, but using any of the modpacks from the technic launcher I struggle to get 20, with an average of 15 or so.

This is...unsurprising, though you might be able to get a little more with OptiFine appropriately configured. Also, you'll want Java 7u5 - it's a bit more efficient than any version of 6.

Is that using the launcher or not? I should've specified in my post that my 100fps is standard, non-launcher Minecraft.

It isn't the launcher, it's just all the mods. They sometimes take down your fps a little. Try going all the way up to 16 gb to allow it to use under options in the launcher. That should help.

Like I said, getting the newer version of java has boosted it up to 40-50.
