Technic Pack installer crashes after creating .techniclauncher Directory

Operating System: Windows 7 64-bit

Java Version: 64 bit as downloaded from the links provided on the website

Antivirus Program: I'm trying to install the technic pack on my laptop, whenever i run the installer it comes up with "TechnicLauncher.exe has stopped working" in each case it will make the directory where the .jar and other files go but won't actually provide to the files.
