Launcher.exe wont open in windows xp

Launcher Version: 1.0.1.3

Operating System: Windows XP 32bit 2002 service pack 3

Java Version: java7

Antivirus Program: If i try to use the .exe to launch tekkit it will show the checking for update dialogue then it will close with out launching the login screen. But if I use the .jar it works fine apart from me not being able to clear the cache.

My little nephew's xp computer does the same thing. Same OS version. It was crashing before but we reinstalled java and that fixed the crash problem. But I had to make a shortcut to the jar for him.

Thas how im running it but it wont clear the cache for me and that's sort of useful when tekkit bugs out, Ive had the .exe working before but now it doesn't want to. i think it was after the last launcher update that it happened

to add on top of that 95% of the time i launch the jar cant connect to minecraft.net when it IS online. FIX IT

my technic launcher for technic 7.2 and tekkit 3.1.2 just says 'unable to find a version of the runtime to run this application'. and i also use a windows xp but i don't know the other details. is it my version of minecraft? I am using 1.2.5.
