techniclauncher won't start

Operating System: windows 7 32-bit (dualcore 2.74GHz, 4Gb RAM)

Java Version: JRE 1.7u4 (Win 32bit)

Antivirus Program: Avira Free Antivirus v12.0.0.1125

Description of Problem:

When I start TechnicLauncher.exe it displays me error and asked me to click Continue or Quit. When I click continue it will just freeze.

Error Messages:

Unhandled exception has occurred in your application. If you click Continue, the application will ignore this error and attempt to continue. If you click Quit, the application will close immediately.

The system cannot find the file specified.
