technic launcher wont pop up

Launcher Version: latest

Operating System: windows 7

Java Version: 64 bit

Antivirus Program: Norton Internet Security ( i got it to allow the technic pack launcher so plz dont blame it )

Description of Problem:

i am horrible with computers but im improving i believe i have all the requierments so i started the launcher then i get a error pop up if i click quit then it quits like it should but if i click continue then it sits there saying "Checking Launcher Version" and does absoluetly nothing else then i deleted the .technicpack folder and the thing that stopped at checking version actually finally finished and the error pop up still happened and it still stopped only difference was it gave me the .technicpack folder and stopped at the end instead of beginning

the error report im giving is for when it stops at checking version if i continue
