Title: world anchors disabled by default?

Version: 3.0.3/3.0.4

OS: irelivent

Java Version: 7

Description of Problem:

its not really a bug/error but i cant create world anchors. i havent played around with anything (this is in my private server)

Error Messages:

It says internal server error and disconects me
