i cannot log into the technic launcher

Description of Problem:

I open the technic launcher and input my mincraft username and password as requested on the home of the launcher and the login button next to where the username/password is inputted does not light up, so i find myself unable to click the button

whenever i try to open the technic launcher it says i need to install the v2.0.50727 version of .NET Framework
